Alexandria police release body camera video from in-custody death

A man died in the custody of police while they waited to get him into a Northern Virginia jail two weeks ago Alexandria police stated they responded to multiple calls after p m Aug Callers declared a man was banging hard on doors of a residential building on North Beauregard Street Police body camera video shows officers encounter with -year-old Allen Tucker II Tucker is heard on the video telling officers someone was in his apartment with a gun Officers located Tucker s father in a wheelchair but no gun in the residence Alexandria Chief of Police Tarrick McGuire commented Tucker became increasingly agitated as officers attempted to convince him to go back inside Then police handcuffed him and took him into custody for constituents intoxication McGuire commented Mr Tucker Sr shared to officers that his son left home approximately minutes earlier and seemed fine later returning not in the same state the chief revealed After officers put him in a police cruiser to take him to the Alexandria jail Tucker started loudly yelling asking why an officer s gun was in their hand and if they were trying to kill him The officers turned on the lights and siren and called ahead to let the detention center know they were on the way Tucker continued yelling and can be heard on video kicking the metal grills He questioned where they were going and at one point appealed to be taken to a hospital At pm the cruiser entered the secure indoor area outside the detention center s prisoner entrance known as a sallyport An officer rang the bell and was recounted it was a shift change and they had to wait Six minutes later they required again Again they were communicated to wait The officers occasionally checked on Tucker who had become quiet the video shows At p m the primary officer rang the bell again Tucker can be seen moving inside the car about p m but after that he made no sounds that could be heard by the body camera Six minutes later an officer checked on him and expeditiously it became clear it was an emergency Officers called for Narcan and tried to get Allen to wake up Despite Narcan CPR a portable defibrillator and efforts of detention center staff as they waited for paramedics to arrive Tucker did not survive We will look at this event as we do any other critical event and we will take corrective actions whether it s improving training or policies McGuire reported Mr Tucker s family deserves answers that are not rushed A spokesperson for the Alexandria Sheriff s Office which runs the detention center explained News There s no normal time but minutes at shift change would not be extraordinary To be clear it s up to police whether their arrestees are kept in a cruiser or on a bench in the sallyport while awaiting intake Tucker s family has viewed the video McGuire stated The family declined to comment to News Thursday night but did say in a declaration shortly after his death that they are deeply grieving Get the D C area s top news and weather delivered to your inbox every morning Sign up for First The bulk our free newsletter
